Project Torch Light is an effort by Wisconsin Wing to improve its emergency services capabilities. The project's mission is to provide Wisconsin Wing with effective emergency services doctrine, training, and technology. The Torch Light Project Office, established on 21 April 2001, manages the project and oversees the Doctrine, Training, and Technology Teams as well as the Administrative Support Element. The Project Director reports to the Wing Director of Emergency Services.

The Doctrine Development Team, led by the Doctrine Development Team Leader, is responsible for the following project tasks.

  • Identify emergency services "best practices" currently employed in Wisconsin Wing, document those methods, and publish them for use by the Training Team and all members of the wing.
  • Seek out, develop, and evaluate new or different methods that could improve emergency services mission success.
  • Publish clear documents that provide definitive procedures for Wisconsin Wing's emergency services forces.

The Technology Team, led by the Technology Team Leader, is responsible for the following project tasks.

  • Research and evaluate ES technologies currently in use in CAP and other agencies.
  • Develop and test new ES technologies for use in Wisconsin Wing.
  • Publish user guides for all Wisconsin Wing ES technologies.

The Training Team, led by the Training Team Leader, is responsible for the following project tasks.

  • Develop and publish ES training and evaluation materials based on new CAP national standards and input from the Doctrine Development and Training Teams.
  • Staff, schedule, and present ES schools and exercises.
  • Implement a method for training and qualifying ES trainers and evaluators.
  • Develop a system to ensure compliance with ES qualification standards.
